1.	Minister of Railways Mamata Banerjee announced that there will be no increase in passenger fare and freight tariff. She said that the budget will have approach for 'inclusive growth' and expansion of rail network to take development to every corner of the country.
2.	Presenting the railway budget she proposed an outlay of Rs,.40,745 cr. for 2009-10. Out of this, Rs.2,921 cr. will be spent on new lines, Rs.1,750 cr. on gauge conversion and Rs.1,102 cr. on passenger amenities, which is 119% more than the allocation in the interim budget. Rs.424 cr. will also be spent on railway staff amenities. She proposed freight loading target of 882 MT and estimated gross freight receipt at Rs.88,419 cr.
3.	Giving an overview of financial performance of the Railways in 2008-09, the Minister informed that freight loading during the period grew by 5 percent while traffic receipt increased by 11.4 per cent to reach Rs. 79,862 cr.
4.	The Budget has proposals for 7 new lines, Gauge conversion of 17 lines and doubling of 13 railway lines. In addition, proposals for 53 new lines, 3 gauge conversion and doubling of 12 lines will be processed during the year.
5.	Proposing revision in Tatkal Scheme to make it more passenger friendly, the Railway Minister said that both the advance booking time and minimum charge will be reduced. She said perceptible improvement will be ensured in passenger amenities and safety and security will be given utmost importance. Cleanliness and quality of railway catering will be improved with focus on strict monitoring. She proposed that ticketing facilities will be taken to the grass root level. Computerized tickets will also be made available through Post Offices. Mobile ticketing vans, 'Mushkil Aasaan', will also be introduced to provide services in remote areas.
6.	Timely track renewal, modernization of signals and use of digital ultrasonic flaw detectors will be introduced for the safety of the passengers besides Integrated Security Scheme at 140 vulnerable and sensitive stations. Women RPF Squads, exclusively for women passengers, will also be introduced. 7. She announced a new scheme "Izzat” for travel with dignity. Under this scheme the people in unorganized sector with monthly income upto Rs.1,500/- can avail concessional monthly season ticket of Rs.25/- for travel upto 100 k.m. 8. The existing student concession is to be extended to students of Madrasas and students in Kolkata will now have the MST facilities for Kolkata Metro also. 9. To provide relief to women passengers the Minister proposed 'only ladies' EMU trains in Delhi, Chennai and Kolkata suburban during rush hours. She also announced new 'Yuva trains' dedicated to young generation from rural hinterland to major metros with concessional rail fare but with air-conditioned facilities. 10. Now the Press persons will get increased concession of 50% instead of existing 30% . Once in a year their spouse can also travel with 50% concession. 11. The Railway Minister announced 12 new point to point, non-stop 'Duronto' trains, 57 new train services, extension of 27 trains and increase in frequency of 13 trains. The Minister also proposed introduction of Air-conditioned double Decker coaches for inter-city travel. 12. Fifty stations will be developed as world class stations and 375 stations as 'Adarsh Stations' with improved basic amenities. Multi-functional complexes with shopping facilities, food stalls, budget hotels are to be constructed at 50 railway stations, which serve as centers of pilgrimage, tourist and industry. 13. The Minister announced extensive availability of 'Janata Khana', in which national and regional cuisines will be ensured. To improve the cleanliness, the on board house keeping scheme (OBHS) will cover 200 additional pairs of trains. The long distance trains will have on board availability of doctors and infotainment services. She also proposed 1000 new passenger reservation locations and expansion of Unreserved Ticketing System terminal from 5000 to 8000, In addition, automated ticket vending machines will be installed at 200 large and medium size stations. 14. Stressing on the extension of facilities for handicapped persons, the Railway Minister said that the Railway will have more ramps, lifts, escalators and special coaches for physically challenged and aged persons. 15. Reiterating her priority to extend railway services to farmers, she announced special trains to ferry perishable agro products like fruits, vegetables and also village handicrafts, cottage industry and textile products from production clusters to consumer clusters. She also proposed premium freight service for container movement with assured transit time and a mega logistic hub alongside eastern and western dedicated freight corridors. Premium parcel services with guaranteed transit time on pilot basis will be introduced on three routes. During 2009-10, Railway would acquire 18,000 new wagons against 11,000 in 2008-09. 16. The Minister announced creation of North-East Rail Development Fund for timely completion of national projects in the North Eastern region and said Quazigund-Anantnag new line in Kashmir will be completed by next month. She also proposed setting up of a new factory at Kanchrapara-Halisahar for manufacturing rail coaches and setting up 1000 MW power plant at Adra, in collaboration with Ministry of Power. 17. The Railway Minister said that welfare of railway staff will be given high priority. 6560 staff quarters will be constructed in 2009-10 and indoor stadium will be developed in major railway divisions and zones. Increased contribution of Rs.350 per employees to Staff Benefit Fund will continue for a year, with Rs.100 per employee for women empowerment. Scholarships will be introduced for the higher education of girl children of Group 'D' staff. She proposed attached medical colleges with railway hospitals at 18 locations and one burn unit at major hospitals. The Minister said the policy on Railway Recruitment Boards will be reviewed. Special recruitment drives for filling vacancies of SC and ST and physically handicapped will also be undertaken. 18. Emphasizing on review of projects with social perspective, Mamata Banerjee said, innovative financing will be adopted. The Railways will come out with White Paper on organizational, operational and financial status based on the last five years' performance and develop Vision-2020 with short and long term strategy and plan of action. She said that a project monitoring committee will be set up for developing mechanism to avoid slippage in project delivery. Special monitoring will be taken up for all National Rail Projects. She also proposed an expert committee headed by Shri Sam Pitroda to suggest innovations to utilize optic fibre cable network of Railways and take information technology to remote areas.

Heros Beyond Time

Che Guevara:
Emesto Guevara de la Serma,known as Che Guevara, was born on June 14, 1928 in Rosario, Argentina into a middle-class family. He studied medicine at Buenos Aires University and during this time traveled widely in South and Central America. The widespread poverty and oppression he witnessed, fused with his interest in Marxism, convinced him that the only solution to South and Central America's problems was armed revolution. In 1954 he went to Mexico and following year he met Cuban revolutionary leader Fidel Castro. Guevara joined Castro's '26th July Movement' and played a key role in the eventual success of its guerrilla war against Cuban dictator Fulgencio Batista.
Castro overthrew Batista in 1959 and took power in Cuba. From 1959-1961, Guevara was president of the National Bank of Cuba, and then minister of industry. In this position, he traveled the world as an ambassador for Cuba. At home, he carried out plans for land redistribution and the nationalization of industry. A strong opponent of the United States, he guided the Castro regime towards alignment with the Soviet Union. The Cuban economy faltered as a result of American trade sanctions and unsuccessful reforms. During this difficult time Guevara began to fall out with the other Cuban leaders. He later expressed his desire to spread revolution in other parts of the developing world, and in 1965 Castro announced that Guevara had left Cuba. Guevara then spent several months in Africa, particularly the Congo, attempting to train rebel forces in guerrilla warfare. His efforts failed and in 1966 he secretly returned to Cuba. From Cuba he traveled to Bolivia to lead forces rebelling against the government of Rene Barrientos Ortuno. With US assistance, the Bolivian army captured Guevara and his remaining fighters. He was executed on October 9, 1967 in the Bolivian village of La Hinguera and his body was buried in a secret location. In 1997 his remains were discovered, exhumed and returned to Cuba, where he was reburied.









Fidel Castro:
Fidel Castro was born on August 13, 1926 in the south-eastern Oriente Province of Cuba. He was the son of a succcessful sugar planter. Castro studied law at the University of Havana. He intened to run in elections scheduled for 1952, but the government was overthrown by General Fulgencio Batista and the elections cancelled. Castro rejected democracy and declared himself in a favor of armed revolution. In 1953, Castro and his brother Raul led an unsuccessful rising against Batista and Castro was sentenced to 15 years in prison. He was released under an amnesty and fled to Mexico, where he met Emesto 'Che' Guevara.
In 1956, Castro and Guevara landed in Cuba with a small band of insurgents, known as the '26th July Movement', and began a guerrilla war against the government. In December 1958, Castro launched a full-scale attack and Batista was forced to flee. In February 1959, Castro was sworn in as prime minister of Cuba and announced the introduction of a Marxist-Leninist program adapted to local requirements. Thousands of Cubans went into exile, mostly to the United States.
Antagonism grew with the US and the Americans imposed economic sanctions on Cuba in 1960. Relations reached crisis point with the CIA-sponsored Bay of Pigs invasion by Cuban exiles in April 1961,which failed. Castro then secretly allowed the Soviet to build sites for nuclear missiles in Cuba, leading to the Cuban Missile Crisis of 1962, when the US and the Soviet Union came very close to war. Despite his dictatorial style of government and ruthless suppression of opposition, Castro remained popular in Cuba. Many Cubans benefited from the free education and healthcare programs he introduced. Cuba received considerable economic suppot from the Soviet Union. In 1976, Cuba's National Assembly elected him as the President of the nation. Through the 1970s and 1980s Castro emerged as one of the leaders of the non-aligned nations, despite his obvious ties to the Soviet Union. However, the end of Soviet aid in 1991 led to a contrinued economic crisis in Cuba. Some foreign investment has been allowed, especially in tourism, and the money sent home by exiled Cubans is crucial. In the wake of the ill health that he had been keeping, he handed over the power to his brother Raul Castro in February 2008.

Most valuable minute of my life

When this person comes out of his crease to hit a spinner over log on or midwicket, whole India laid their back on the chair. They all know that this will sure go for a “SIX”. It was guaranteed, because the person who batting is none other than Sourav Ganguly. Best captain and Left-handed batsman India have ever produced.

In this part of India, the day he declared his retirement from all types of Cricket, I do not know any body counted it or not, may be thousands of or lacks of people had tears on their eyes. People of Bengal thinks, when DADA walks into the pitch and took stunts, he took it for 8 crores Bengali. Nothing to share, he also personally believe it. This is the bonding with DADA and people of Bengal. Yes, I write it as Bengal, not West Bengal. I know some friends of Bangladesh, who also believe that DADA bat for them also. Some of them even go further. They told me, when DADA play against Bangladesh, all over the stadium, may be all over the country a pray is going on every peoples mind. “DADA please, do not get out!!”

On the 16th of March, 2009, our very own DADA visited Calcutta University to deliver a speech in a cultural program organized by the students of the University. Before that, students are just eagerly waiting for him. A huge queue was standing outside the front gate of the hall.

DADA entered on the stage, with his gentle smile. People ran closer towards the stage to take snaps of the legend. After some period of time, every thing was settled. DADA came in front of speaker, welcome the students of the university and suddenly he expressed his desire. Their will be no speech of him. He wants an interactive session with students. A huge round of clap welcome come his offer.

Best test match win, idol cricketer, waving shirt in Lords balcony, Dhoni, Knight Rider, Leadership qualities, TV show of knights for angles to his decision of retirement, every thing was asked by the students. All of them were answered by DADA, with his cute smile, some of them with bit seriousness and some are in a very jolly mood.

I was trying to ask a question to him from the beginning. As we know, the volunteers, who handed over the Mick to the students, are not giving it to them whom they do not know personally, most of the cases. I was eagerly trying to get a chance to say something. But no one had given me a chance in my over one hour appealing session. At last, coordinators said over the Mick that DADA was in a hurry, he will take two more questions only. Then I start shouting in front of the stage, ‘DADA, AKTA QUESTION, DADA, AKTA QUESTION!!’ There are many other students also in front, they are still trying and appealing to the volunteers and members of union to ask a question to him. I was shouting for two three minutes. After taking second last question, he pointed out his finger towards me and said to the volunteers “AR AKTA QUESTION, OKE BOLTE DAO, OKE BOLTE DAO.” It was a pleasure for me! DADA pointed out me and wants to give me a fair chance to ask a question. But No!! This time also, those union people do not look at me. They pass on the Mick to a girl! They do not even bother what their chief guest was asking for! I was very upset for the time being. DADA answered the girl and hand over a trophy to their inter campus cricket championship winning team. He took steps towards back stage.


That time I become desperate. I do not know what had come over my mind. I suddenly jumped and I was on the stage! Then, I took another, cross over two huge sound boxes. I ran towards the back stage gate. Volunteers, Police, Black Cat commandos, a good number of people all were there. People were tried to follow DADA. Police and volunteers blocked them but I managed to cross the first gate. Then I could managed to cross rush of people and the second, third and the final gate also. Suddenly, I found myself that I was the only person surviving! DADA was walking in middle and a huge number of police personnel covering him. I ran towards him and managed to slick through the security! Believe me it was a really tuff one. I managed it through passing under the arm of two police men! Now, I found myself walking beside DADA! I am walking side by side with my dream person, with my inspiration! So matches I have opened with him every mid night in my dreams…….. Sorry, I can not count. May be that many matches he could not get chance to play for India!!

I was actually spell bound and nothing coming out of my mouth. I touched his arm and said ‘DADA, AKTA QUESTION……’. He looked at me with his trademark smile and said, “BOLO”. He was still moving very fast. I was very much tensed; walking (may be running! I can not remember now.) and as I told nothing was not coming out of my mouth. I could only manage to ask him that, ‘DADA, JIBONE KONO KAJ KORE MONE HOYCHE BHUL KORECHO?’ He replied, “KONO BHUL NEI” and walked in towards lift and get in………….

I stood still for a second or two then running back towards the hall. I was just thinking about his answer. In our short life so many times we think that we have done mistakes. But a man who played international cricket for so long time, lead a team like India, changed the dimension of cricket mentality and mind set of a whole generation, this is the secrete of all. Astrology = Science, or is it Fraudulent?

Lets start this with a story of a very ordinary man. Who achieve some so called extra ordinary power through proper practice, honesty towards his work and yes, Devotion.
The man who lost his father at the age of only between 10 to 12. Do not have enough money to study further and more so not even a house to live. But he has the desire to learn. Learn every thing and may be anything in front of him. He met an astrologer and he got interested in that field. The astrologer was a pretty old man and told him that the man has the potential to be a good astrologer and suggested him to took a training in this field. The man expressed his desire to become a student of that veteran. Veteran denied. Told him, that it will took time and energy and he is now too old to become a mentor.
The man took coaching and learn the basics of indian modern astrology. Mean while, he got a job in a public sector bank and his struggle for survival got to an end. As he studies more about astrology, he found himself more interested in it. It becomes his passion.
He starts practicing on his friends. Soon, his friends recognised him differently. More over, they recognise the power of astrology. As I asked some of his friends, they even told that before meeting him they not even have faith on astrology. They thought that is only some frude people running a business. They make people fool and loot their money.But when they see a friend of him, just took DOB and birth time & place, made half an hour pure mathematical calculations and can tell exactly right about his past,present and near and long term future, suddenly their views are changed.
I saw him, he can tell anybody about small tiny little incidents also of their life exactly right. But one condition, you have to have exactly right place of birth, time of birth and date. He told me about my Madhyamik (i.e. Secondary examinations in West Bengal), Higher Secondary, Graduation, After that CAT and MBA admissions and yes, they all are proved right all through!!
So much talk going on in support of astrology, yes, we have to see the other side also. This is all we are talking about modern indian astrology. They are being calculating taking earth as a center of the universe and curtain changes of positions of stars also. This is pretty much a modern technique and this is all about only mathematical calculations, nothing else and nothing more. I do not want to talk and comment much on face reading, tarot card and also western style sun based astrology because first of all, I do not have vast knowledge regarding that. But yes, this are also part of astrology, I agree about it. But I do not think they are depend on mathematics so much so as Indian modern astrology do. That is why I do not think those can be part or can treat as science as they do not have any mathematics in them. As we all know, Science is all about about calculation and prove. Those do not have mathematics, I do not think they can have any point to prove, so that any one can claim them as a part of science.
Going back to our story, the man even predicted about his death also. He predicted it before one year or so. His predicted was on 5th of Feb 2009 at the time of evening. From his lessons, I knew that when a calculation or prediction of some incident like this is going around, you always need to take it as +5 and -5 days basis. That means, in this case, this incident can happen between Feb 1 to Feb 10th. And yes, that sorrowful incident happen on Feb 10th at 4 am.
The man proved astrology and his calculations totally correct in every possible way. Even his last calculation are also correct.
Want to know what is his name? Mr. Kalyan Sengupta. And I am very much proud for my father and his extra ordinary abilities.
Now what do you people think? Is astrology science or is it totally fraudulent?
But always keep it in mind, your fortune could do in favour/against only 50% and the other half is all in your hand. This is nothing but you hard work and willing to do something. And an astrologer can do nothing but only can aware about our future and incidents that can be happen in your life. But no one can stop or change them before it happen. No, it is not possible. What is meant to happen, will happen. But yes, they can be prevented to some extent. Nothing else.

China going to be a superpower by 2020-Threat or Boon for India?

According to Joshua Cooper Ramo,"Whats happening in China at the moment is not only a model for china,but has begun to remake the whole land scape of international development, economics, society and by extension, politics." India and China's average GDP rate of last five years are 8.8% and 9.8%. Both are proceeding to the path of becoming super power.
Chinese IT firms are recently becoming a new threat to us. In global market,they are running even neck to neck to Indian firms. Recent fraud in 'Satyam' might be a blessing for them. Recent incidents regarding Sikkim, Arunachal Pradesh is also a cause of concern. Chinese low price products are acquiring global,indian donestic market.
Industrial, technological and scientific boom is going on in China rapidly. India can gain from this situation by sharing views.As if our foregin policies with USA, UK, other euopian nations. Chinse product qualities sometimes do not match the international standards. India can encash this by quality contol measures.
Every thing will depend on economic situation, global power sharing and both countries' foreign policis. If they share a good relationship with each other, that will emerge peace and prosperity for both. Otherwise, can be a great treat for each of them.
